Dashcams

I'm considering getting a dash cam for my car but then I read this:

"Also be aware that some states have laws prohibiting or restricting electronic devices on the front windshield. They are: AL, AK, CT, DE, DC, GA, ID, KS, KY, LA, MT, NE, NJ, NM, ND, OK, PA, RI, SC, SD, TX, VT, WA, WV, WI"

What are the restrictions? How can we find out?

I've driven around Wisconsin for a couple years now with my phone stuck to the windshield with a suction cup. Had conversations with State Troopers and local cops with it sitting there. A couple times the phone told me to turn right while the cop was talking and we both looked at it and grinned. None of those cops said anything about any laws about devices on the windshield.

Must be something new.

Selective enforcement is nothing new.

Maybe this?
No person shall drive any motor vehicle with any sign, poster or other nontransparent material upon the front windshield, front side wings, side windows in the driver's compartment or rear window of such vehicle other than a certificate or other sticker issued by order of a governmental agency.

Wow, the wording really dates it. How long must it have been since a car with front side wings was mass-produced?

Thanks but doesn't say what the penalty is, if anything.

"Any person violating s. 346.87, 346.88, 346.89 (4), (4m), or (5), 346.90 to 346.92, or 346.94 (1), (9), (10), (11), (12), or (15) may be required to forfeit not less than $20 nor more than $40 for the first offense and not less than $50 nor more than $100 for the 2nd or subsequent conviction within a year."
