i am wondering if there is a specific algorithm or guideline which tells the noaa weather radio service to include the wind chill factor, which was apparently updated in 1991 with this new formula:

there is a fortran programme i wrote which i run on here which calculates apparent temperature in 10 or so different ways and all values for v (wind in metres per second) t (temperature in °c), humidlty (absolute, relative, specific) and turn it into kilocalories of heat lost per square metre of face per hour and transferred to core (heat index) a box of ho-hoes has about 436 kilocalories of energy in them
why i ask is that i have not heard it mentioned since before walpurgisnacht of this year, but i had the icy finger of old man winter poke me in the nutsak on monday when i was out . . .
