The announcement is expected to start a lot of arguments, with a number of Congressional hawks already positioning themselves as vehemently opposed to the pullout. Hawks within the administration will likely oppose the plan as well, and the Pentagon seems to have planned to just stay in Syria permanently.

I'm not opposed to removing our troops from Syria, but the process could have been better. If you keep jerking around your allies, eventually you may not have any. Just give them a heads up that you're going to announce this in a few days so that they have some time to think about what they'll do. The same courtesy we'd expect from them.
