On a serious note, it does seem that bureaucracies evolve in large organizations. Including government. The problem I have with Sandi and like-minded people is that they think it is ONLY government that has a bureaucracy problem. That is simply not so.

Back when I was in college the word in the dining hall was that you would know that a menu item was particularly bad if they blamed it on another culture -- e.g., Italian meatloaf, Hawaiian chicken patties, Irish stew, Mexican omelets. In this case Sandi starts by blaming the Plains Indians (who I'll bet never did anything to her!) and goes downhill from there.
