DNR ending MacKenzie Environmental Ed Ctr

The Wisconsin DNR has decided it wants to shut down the highly successful MacKenzie Environmental Education Center in 6 months. They want to convert the area into a place "…for recruiting adults, families and children into hunting, fishing, and trapping." http://www.mackenziecenter.com

The next Natural Resources Board meeting is Feb 27.

"We need your help! Please let the DNR administration know that the MacKenzie Center contract should be extended, and a Master Plan/public meeting process should be required for major changes on the MacKenzie Center property. Please let them know the MacKenzie Center should stay open long term, continuing to provide school-based environmental education in concert with the DNR’s increased emphasis on outdoor skills (hunting, trapping, fishing) training. Please act quickly, as the coming days and weeks will determine the future of the MacKenzie Center. Please call, write, or email the officials whose contact information is listed at the end of this email. Your voice really can make an impact: public comments to the Natural Resources Board played a crucial role in preventing the DNR from shutting the MacKenzie Center in the past and helped pave the way for the current partnership."

Let's be clear: they want to PRIVATIZE the area into a place "…for recruiting adults, families and children into hunting, fishing, and trapping."

Yes. Let's be clear. What do they mean by PRIVATIZE.

I hunt and fish myself. I want more details and less rhetoric about what happens with the wildlife rehab, what happens with the educational rehab programs, what it means to "privatize" the hunting/fishing/trapping" and that information is sorely lacking. How much is privatizing this resource going to cost US?

Privatize:

George Meyer, the federation's executive director, said he learned Monday the DNR will end the group's contract in August. Instead the agency will ask nonprofit and commercial groups to apply to manage the property and run hunting, fishing and trapping education programs there. Groups would have to fund the programming without state money and build a small shooting range for training.

Because of the public outcry, the privatization of the MacKenzie Center will have an educational component, including teaching kids how to fire guns.

An outdoor skills training program, including a hunter mentor training program.

"What are the Friends of the Mackenzie Education Center planning to do now that Governor Scott Walker has proposed to eliminate all the educator positions in the DNR?"

Not sure what is going to happen with the place. But I think the implication of the posted Facebook question was that it is hard to imagine how a place that has “Education Center” in its name can still operate without any educators. I suspect that this place will be part of a ripple effect, a consequence of “the budget axe”.

Here’s why: after cutting an FTE position, aren’t there civil service rules and procedures that also impact other positions? The DNR has an entire flotilla of LTEs (more than FTEs?) in all sorts of positions, which I think now includes the entire regular staff at MacKenzie, all who got the shaft when the (former) DNR heads #2 and #3 threw a sudden tantrum over being publicly chastised by former DNR chief George Meyer.

And as Shorty just posted in another thread: “LTE's and project employees be laid off before permanent emplyees” at the UW. So can the DNR cut 8 FTE educators but still preserve LTEs from the same category of job? Doesn’t sound like think they can.

That is, if all FTE educator “slots” (or even scientist “slots”) go bye-bye en masse, then don’t also a string of LTE slots down the chain within those same categories also disappear?

Perhaps I am wrong, and perhaps someone who knows the in’s and out’s of these rules knows better. But it seems to me that more than just 8 educator slots or 66 DNR positions are at stake. The consequences of the “axe” are much broader than what’s been given at first blush.
