Are there any (practical) plans for measuring actual sewer usage, that is, divorced from water consumption measurements?

I'm also curious about how permeable surfaces are classified and measured, given the development of permeable concrete, etc. And how would a flagstone terrace (set in gravel/sand) compare to a bed of mulch or to a hyper-fertilized thin layer of turf on hard-packed clay?
