Who over served Paulie?

Paulie Heenan, the young man who was shot and killed when he tried to take the responding officer's gun, was two times over the legal limit to drive. He was clearly drunk out of his mind.

Who over served him? Do they share some culpribility in this tragedy? If it was a licensed establishment, should they have their license suspended until it is reviewed by the city? Should they be held civilly liable by the family and maybe the police officer who was placed in a life altering situation?

Wisconsin has a culture of over consuming that continues to come home to roost. Do you care?

Do people believe that the bar who made a buck off the situation that night deserves a pass (because this is Wisconsin after all!) but the officer, who had an unknown suspect disobey his orders to get on the ground but instead charged him and try to wrestle his service revolver away from him, should be punished?

Do we really expect so little from bars but expect so much from police officers who put their lives on the line each and every day?
