True, but they are an organization and do have an organizational culture, both explicit and implicit. They do have an editorial policy and decide what they will or will not publish. I doubt that Ferguson wrote the article on spec then tried to peddle it. They hired him to write the article. That cover didn't happen by accident.
Naill Ferguson is a person and he wrote an article that the Newsweek editorial board decided to use as their cover. They probably knew it would sell well because both liberals and conservatives would want to read it.[/quote]
