Southwest neighborhood looking for help in Madison Budget

This is the most confusing article I've ever read. I think the author has no clue they are talking about 2 different projects. As it is likely to change once an editor sees it, reposting below.

Today is shaping up to be busy so I won't be able to read the article and consider it for for some time but I'm thinking the issue is more likely that we're seeing the effects of losing the higher paid professionals and gaining a whole crop of people who, in another time, would be trainees but don't have anyone left on the staff to do the training.

They're "learning" it all the hard way and we're dealing with the wreckage. What would have been sent back for a rewrite not all that long ago, is now being used.

Two different projects, but they are both fighting for the same money. That's the 2 million in question. I'll admit, I watched it on the teevee so I wasn't confused when I read this article.
