anybody know when the dates are for when the utility people aren't allowed to shut off your power anymore? How's that work, what's up with it etc? also and unrelated, freakfest was utterly pussy, might as well have been a trick or treat parade.

Madison utilities can't shut off your service from November 1-March 15 if your household income is no more than 250% of the federal poverty level and if shutting off service would lead to health/safety problems. I found this info. in a 2004 UW law school brochure on consumer rights. I'm not sure if it's dated, but I'll post the link since it seems like a pretty good reference manual.
