USPS silliness

Normally, I'm a pretty big defender of the Post Office, but this morning I went to ship some stuff to a customer and wanted signature confirmation. This service costs an additional $2.10. On the form, there's a little check box to "waive signature."

Now why on Earth would anyone pay extra to require a signature and then waive the signature requirement?
