Lake Monona open water?

It's really cold out, right? The area where MGE spits out warm water, at the end of Blount, even appeared to be frozen, yet there is what looked like open water just off of the causeway/Olin Park area.

I think Mendota is closed up, of course it's hard to see the whole thing. Seems odd.

I noticed that myself on Tuesday driving up John Nolen. I thought my eyes were playing tricks on me until I saw the ducks floating in the water. I found it especially odd since I had just read a story the day before about how Mendota was completely frozen over.

Wonder what gives?
