I've never seen this in person and was trying to simulate it through Google Maps Street View:

As you advance you can kind of see it. Is it because the capitol is tightly framed by trees, which then open up as you approach the lake?

You have got to see it in person. It is really strange. I do it on a bike and get the same affect. The trees frame the Capitol perfectly and as you move closer, the building seems to shrink.
