Yes he did.

State superintendent candidate sent campaign email from schools account
http://www.channel3000.com/news/educati ... /359286907

"State superintendent candidate Lowell Holtz sent a campaign-focused email detailing his support among Republicans using his Whitnall Public School email address during a school day. The email sent in May appears to be in violation of the state law prohibiting the use of government resources for campaign work. The email was provided to The Associated Press by the liberal advocacy group One Wisconsin Now which received it through an open records request."

Candidate tries to curry favor with the party-that-hates-government-and-thinks-all-government-employees-don't-work-hard-enough using his government-paid email account during working hours.

Vote for Tony Evers, of course. Not only is his opponent, the former cop Lowell Holtz blatantly, infamously corrupt, but.... why would you support a candidate vying for the leadership of this most important public instruction gig who uses the non-word "irregardless" in a televised debate?

A Dem won a State election easily. And he was endorsed by Unions. How did that happen?

Tony Evers 494,846 70%
Lowell Holtz 212,536 30%

Well, except for the spelling of "Lowell", but it's the right guy.
