I think you miss (intentionally) some of major qualifications:

1) university grad from a very prestigious university (University of California, Berkeley); (unlike Walker who failed to graduate from university)

2) natural leader

3) smart

4) charismatic

5) seems to care about ordinary people

6) good on interracial relations

7) articulate and well organized

Seven good traits. None of which particularly qualifies him for the post of governor.
