Did Jeanne Hoffman get a job that she is not qualified for?

Jattpw,

Quick question; Are you or are you not for tranparency in governemnt?

I'd rather have Brenda, as an elected official who represents taxpayers, call this out. It's her job. Her job is not to necessarily call the media, etc. It's her job to make sure that city government is operating in the best interests of the populace, not in the best interests of the mayor's loyal allies.

No matter how you slice this, it smells funny. And Brenda's post included her experience as listed on the resume, in addition to a written summary of her qualifications.

Again, this is like hiring a hospital accounting manager to be the chief of surgery at a hospital. While the accountant undoubtedly has picked up some of the jargon over the years, that certainly doesn't mean he's qualified to crack open chests.

And there are more than a few folks in local government who questioned her competency and grasp of the issues she was working on as a mayoral aid, let alone now as a city manager.

I think brenda's style was crass and self serving. Rather than attempting to get the whole story out to the more general public through real media she chose to print rumors and under researched allegations on a blog. It was bush.

As to your second point. I did say, "Perhaps not." at the end of my post. They need one of those emoticons to denote sarcasm.

Excuse me, what was under researched? I had the job decription, the application and the following email from Roger Goodwin, plus, what various staff people told me. If I had a way to post primary documents I'd gladly share them with you, however, the only place I have to post them is at Dane101 and they would seem completely out of context.

Ms. Hoffman's degress is a B.S. in Business Administration from U.W. Stout.

The job announcement listed Training and Experience minimum qualifications as :

"Three years of directly related managerial and professional work in directly related managerial and professional work in directing a facilit y design and management/maintenance program, emphasizing cost-effective energy management considerations. Such experience would normally be gained after graducation from an accredited college or university with a Bacherlor's Degree in environmental engineering, mechanical engineering, or architecture. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledges, skills, and abilities necessary to perform the duties of this position will also be considered."

HR employment staff determined that Ms. Hoffman's credentials met the minimum qualifications.

A three member staff panel then reviewed/screened the qualified applicant's credentials and selected six finalists for interview. The three staff persons were:

Larry Nelson, City Engineer
Rob Phillips, Asst. City Engineer
Kathy Cryan, Engineering Operations Manager

Ms. Hoffman was selected by the hiring authority, Larry Nelson, after the interviews.

FACILITIES AND SUSTAINABILITY MANAGER

CLASS DESCRIPTION

General Responsibilities:

This is responsible managerial and professional work in the planning development, management and maintenance of energy-efficient City buildings and associated facilities. This work incorporates the management of architectural staff and services, centralized facilities management and maintenance staff and services, and all related environmental engineering. Provide leadership in the development of a City-wide sustainability plan to reduce environmental impacts and the consumption of utilities. Under the general supervision of the City Engineer, the employee exercises considerable judgment and discretion in meeting established goals and objectives.

Examples of Duties and Responsibilities:

Plan, organize and direct the programs, services and staff of the Facilities Management Section of the Engineering Division. Hire, train, supervise, coordinate and monitor the work of subordinate professional and operations staff, both directly and through subordinate supervisors.

Research, identify, and incorporate the best ecological practices and policies into viable programs that will enable the City to reduce the consumption of utilities.

Assure City facility compliance with all federal, state and local codes, regulations and environmental laws with regard to the design, construction, access and maintenance of public buildings. Develop and implement related policies, procedures and systems. Develop and maintain close working relationships with related operating and enforcement agencies.

Provide and/or coordinate aggressive environmental engineering efforts. Direct and conduct related energy efficiency analyses; identify concerns and recommend responsive cost-effective strategies. Maintain a high level of awareness of existing and emerging energy technologies and efficiencies (and alternative energy applications).

Prepare and/or direct the preparation of complex analyses and reports leading to major capital investments. Represent related interests before the Common Council, boards, commissions, etc.

Develop and recommend operating and capital budgets, staffing, etc. Identify and solicit funds to facilitate implementation of sustainability efforts. Direct and/or provide for all related administrative services (e.g., updating insurance coverage).

Direct all related preventative maintenance and services of City buildings and facilities (through subordinates) to maintain the cost-effective physical integrity of the structures and the comfort of employees and visitors. Develop and monitor the implementation of related policies, procedures and cost-effective techniques. Assure the development and maintenance of related standards, systems and databases.

Oversee energy-efficient and cost-effective building design strategies incorporating related architectural and engineering services. Advise user agencies regarding space need studies, estimates and costs, and schedules. Determine standards for office/work station sizing. Prepare standards for public conference/meeting rooms. Evaluate approved budget and recommend which projects should be designed “in-houseâ€Â

Who is the "real media?" A media that is friendly to socialist cronyism? Welcome to the age of instant information via the net. BK can report any way she pleases. Lets see how "Isthmus" reacts to BK's report.

I guess one could turn this into a political jab against BK. But, any media outlet that plays off of that angle obviously has ties to city insiders and is trying to cover up the obvious; which is, Trolley Dave is rewarding his cronies with sweet inside jobs.

Do you have details to share? According to the job description posted on the city website there seems to be no debate here; a licensed architect or engineer should have been hired for this position. Who in their right mind would want an accountant regulating structural aspects of buildings? That's just stupid.

Ultimately this isn't about style; it's about abuse of power and corrupt use of tax payer resources. Trolley Dave's pick isn't qualified, AT ALL. If a private sector human resource manager pulled a stunt like this, they would be gone within minuets.

I guess I view your post as a red herring. Are you inside of city government? Are you aligned with Trolley Dave's agenda?

I just shared the selected candidates resume and the applicable job description with all four HR recruiters in my office. I didn't tell them anything else except " Hey guys, do you think this candidate is qualified? Would you submit them to the client?"

Out of four responses:
One Laughed and said no way. Mentioned something about the candidate clearly not meeting education requirements and no mention of CAD-related experience.

Recruiter number 2 said "No way. Not qualified."

Recruiter number 3 said "I'm surprised this candidate got an interview. Our clients would reject that resume immediately.

Recruiter 4 said "I don't have time right now".



Just amazed. I'll bet Larry Nelson made this hire to peddle influence with the Mayor's office.

The unresearched part is the incomplete knowledge of all the applicants that applied. The questions that were asked. Who participated in the interview process. Why they made the choice they made...

I am not defending this hiring choice. On the surface it looks pretty lame. Nor am I saying brenda should not have pushed the question.

Staff, which ever staff was involved, does deserve the time to answer the questions before it gets blogged.

It is difficult enough to be a public servant without expecting everytime you do something, some "partner" in serving the public is going to blog about it.

And instant information or not, a story reported by a major media service is going to be taken more seriously and read by more people than a politicians blog. That is just the way it is.

The other unresearched, and unknowable part is how many people DID NOT apply for this job because they knew they were not qualified for it?

Even though they might have been more qualified than the person who got the job?
