The GOP leadership is primarily motivated by the idea of cutting taxes on the super-rich. Ultimately, that is the one and only thing they care about. But they don't have a filibuster-proof majority in the Senate, and they know the Democrats won't vote for a massive unfunded tax cut for billionaires....
