But he's been a damn good mayor. City services typically work very well. The city itself, as a whole, is doing very well economically. There haven't been any major scandals on his watch. This is a nice story. A lot of times outdoor cats have a couple "secondary" homes, so for an indoor cat to accept your offer of a second home seems totally natural to me.

The solution is obviously to cut enforcement on agricultural runoff, because then we will have no instances where any cause for the algae/bacteria can be found. Then you cut water quality monitoring in the lakes, which will mean no problems are found with the water quality and it's just a whiny snow...
